The SAT story is fact. Channeling was a fact. The economic effect of cutting school budgets is a fact.

Third World countries producing better students? What percentage excel? What's the overall literacy rate? How many are women?

Indeed some educational systems abroad do seem to be effective. Why? In many cases they employ rote learning systems. If your kid had to grow up in one of those, I don't think you would like it.
