The threat, alone, would cause worldwide panic among terrorist supporters. All Consumers need to do is find a public voice to say stop buying Terrorist Oil. Oil purchases can be completely accountable, and even if they weren't, it doesn't matter, what matters is the intent. Even a small percentage change in mood by the American Consumer can doom Saudis, if they don't change their tune and open their books, and stop supporting Death Cults that target Americans. The Administration and Congress are beholden to Arab oil through backchannel deals and front-office lobbyists for American oil partners. There will be heavy resistance, with all kinds of excuses. But it would work, if someone with visibility championed what the American people already want.
