The bear's scenario seems to paint a picture in which tech spending and earnings drop significantly from current levels and cause the tech stocks to fall as well.

I honestly don't think so. I think it's a matter of whether they can grow earnings fast enough to justify their current valuations. (Remember, by earnings I mean real $$$ in the pocket earnings, not this pro-forma imaginary-number crap they've been feeding us.)

Sadly, given the current anti-pro-forma environment, I don't think that most techs can possibly grow earnings fast enough to justify the prices at which they currently sell, let alone any increases. I say this sadly because I live right near Silicon Valley, and I have a lot of friends who have lost jobs and are looking at losing their homes, cars, etc. It's pretty ugly out here.
