| When we have broken the back of the major regional terrorist organizations, and gained routine cooperation from all regional states to aid in monitoring and combatting the residual factions, so that it can mainly be handled as a police matter, or a matter of internal security in the relevant states. This means that we must be pretty sure of having seized most assets, detained or killed most leaders, and destroyed most arms caches and bases for an array of organizations, including Hamas, the Muslim Brotherhood, the PLO militants, Islamic Jihad, and others. It also means that we have to make war against, support coups or insurgencies within, or force cooperation from regimes like Syria, Iraq, and Iran.
