I showed my bag of bugs to the "Information" woman at a garden shop, and she seemed to be familiar with them and said that they're "a form of aphid", followed by "any insecticide will take care of them". She also said that they do fly and some of her customers have complained about their (the bugs') leaving a sap on cars. I didn't pursue that comment but later wondered if it referred to the splat-effect of hitting them while driving down the road. Anyway, I'm going to let them do their thing and not poison them and hope they become part of the food chain for the neighborhood birds.
