Does any of this matter to telecom woes? "Sen. Fritz Hollings (D-S.C.) introduced legislation yesterday that would provide federal funding to spur deployment of broadband Internet access in rural and underserved areas. The Broadband Telecommunications Act of 2002 would also support development of “must-have” applications to motivate individuals to upgrade to broadband from dial-up connections. The introduction of the bill sets up a “showdown” with supporters of several other bills that promise to speed broadband rollout by deregulating the telecommunications industry, reports Newsbytes. Hollings’ bill would use funds from telephone excise taxes to offer low-interest loans for expansion of broadband networks in rural areas. It would also authorize funding for wireless broadband services in rural and underserved communities; promote investment in “super-fast” broadband technology projects currently in development at universities and government agencies; and authorize a study by the National Institute of Standards and Technology to determine the best strategy for making broadband more widely available"
