I am not criticizing individuals. I am talking about the drift of a "firm" insulated from market discipline or an effective proxy.

Businesses have to convince myriad people that it is advantageous to trade with them. Otherwise, they fail. Public agencies have to convince their patrons in the legislature that they are doing their best to address and issue. Taxpayers are seldom knowledgeable about specific agencies, or in a position to judge their "product". Without competition, even "customers" are complacent. They do not necessarily know they could get better service for less money. Plus, a lot of them are not paying, but are being paid for, so what do they care? In general, the idea that public agencies are on the spot to the same degree as businesses is unfounded.

By the way, I am not a libertarian, and I have defended the public sector against libertarians. Nevertheless, the public sector is, by and large, less efficient and productive......
