Technological advances don't alter the prevailing psychological reasons for terrorists to act as they do, even though, in this case, the separation on a timeline is two centuries. There are indeed strong similarities between the Barbary pirates and al-Qaida.

(By the way, one also could use your line of reasoning to argue for doing away with the Second Amendment.)
