Public agencies must demonstrate a need through measurable and verifiable criteria in front of every interested or expert member of the public. Private agencies need only to convince one person (in the case pf propriatorship), or 3 people (i the case of a corporation).

Public agencies or projects can be created largely because one powerful congressman or president is convinced that they are a good idea, or that they will get him some support from some special interest, or even that they will bring money in to his district. Most private companies have to convince a lot of customers to buy their product in order to remain a going concern.

Can you name one public agency that you personally feel is a waste of taxpayers money, that we would be better off without? Or do you feel that their are no such public agencies?

Imagine that a powerful committee chairman loves the project because it brings money to his district. Also imagine it costs a most 1 or 2 billion dollars and maybe much less, so it will not be a big enough target to be a major national issue. OK now even though you don't have a majority of the population or even the majority of "interested or expert members of the public" supporting the program, how are you going to get rid of it? Get rid of the congressman who supports it? He's popular in his own district and incumbents get reelected to congress about 90+% of the time. Maybe you can convince other representatives to act against it? Probably not they would rather have help doling out their own pork then take on a powerful committee chairman about his pet project. Talk the president in to opposing it? He probably feels that he has better things to use his political capital on. Try a grass roots campaign to eliminate it? Good luck your going to need it.

Of course many government projects are more important and better run then the hypothetical case I just posted. My point is not that government is all like that but rather that public agencies can be created and sustained without much justification or support from either people in general or the interested or expert member of the public.
