No, I mean give them a choice to move out. Currently the Arab states have a policy that keeps the Palestinians pen in.

Since I believe that the cycle of violence in the West Bank has quite a while to go, and I understand that maybe 50-80 percent of the Palestinian people would prefer to just live their lives peacefully, they should be allowed to "voluntarily" move to a neighboring Arab State. The 20 percent of the hard core Palestinian nationalists that want to eliminate Israel will remain and eventually either tire of the endless losses that they will suffer at the hands of the IDF. If they come to their senses and think rationally they can stop their terrorism and make the necessary moves towards establishing a Palestinian state.
I don't really see any real chance of this a happening, but I could happen.

So no, not forced ethic cleansing. Just the freedom to move out of a war zone.
