A high Trin aka Arms index merely tells you that a great deal of transaction volume is going into declining stocks.

(Up stocks / Down stocks) / (Up volume/ Down volume)

I don't see how small caps and interest sensitive issues would affect the result, other than to show that the total money going into rising small caps is dwarfed by declining big caps.
