Problems: <<If after 90 days, the Operator has not commenced work per the Operations Notice, then ANY other JV can put forth THEIR OWN Operations Notice and take over AT LEAST that phase of the work as specified in the Operations Notice. That may be so, but there are apparently so many ambiguities in this JOA, and so many partners, that who knows just how the mechanics of this could be implemented. It could actually slow things down and take months to get this in place, couldn't it? And who would pick up the tab for the 2 broke partners? And who would want to assume the liability risk? So far OXY hasn't been interested in stepping up to the plate as operator, and don't think they haven't been asked.
