My take would be that Kaifa is pushing LONWORKS for both a meter-reading and a retail application. The juxtaposition of first sentence with the second sentence implies that the third sentence is the conclusion:
Now, above two (LONWORKS-based) standards are undergoing approval by State Technology Judging Center."
Kaifa has been working with Echelon and LONWORKS for a number of years in a number of ways. So I expect them to push LONWORKS.
But I have no idea what kind of influence this "State Technology Judging Center" has on acquisition decisions in China where whose lead you follow is an important political issue.
But it can't hurt having a Chinese company lobbying for Echelon.

My guess is that Lon will be the standard communications protocol though out China.
I bet that would get a few shorts running for cover.

I wrote to TAC AB months ago about this PR. Specifically, I requested information on who the "Chinese authorities" were. I received no reply:
Press Release 1999-04-28 TAC signs Chinese framework agreement
Today, 28 April, the TAC group signed a strategically important framework agreement with one of China’s leading engineering and automatic control companies. The agreement signed means that the company, Tsinghua Tongfang Co., Ltd., will base its solutions for functions such as property automation on expertise, products and systems from TAC.
The multi-million kronor agreement signed with Tsinghua Tongfang Co. Ltd. is being assessed at the head office of the TAC group in Malmö, and is also thought to possibly constitute the key to the Chinese market.
"Tsinghua Tongfang Co. is very interesting as a technology- intensive engineering company with close ties to Tsinghua University. The University is something of a research and development centre in the country, and through Tsinghua Tongfang there are a lot of close relationships with leading decision-makers in the leading echelons of Chinese society. This co-operative agreement therefore gives us unique opportunities to rapidly reach out with our products onto a market that is on the verge of comprehensive investment not only in the building sector, but also in district heating."
Via its subsidiary in Singapore, TAC has worked on the Chinese market in order to establish TAC’s property automation solutions based on the open communications technology, LonWorks. Sales to China were quadrupled during last year, and a large number of partnership agreements signed. Despite this, Håkan Morän, Business Manager at TAC AB in Malmö describes the one just signed as the definitive breakthrough in China.
The agreement with Tsinghua Tongfang Co., Ltd. means in principle that TAC will become something of a technical supporter to LonWorks-based solutions within property automation and district heating control. Håkan Morän regards the timing of the agreement as very interesting since last year, the authorities in China decided to make LonWorks the communications standard regarding new buildings.
Tsinghua University is the majority shareholder in Tsinghua Tongfang Co., Ltd. whose shares are also quoted on the Shanghai stock exchange. Chinese Ambassador to Sweden visits TAC - Discusses Sino-Swedish cooperation
The Chinese Ambassador to Sweden will today be visiting the TAC Group’s head office in Malmö to discuss the company’s business relationships with China. The visit comes as the result of the programme of Sino-Swedish cooperation which started in April by TAC signing a framework agreement with Tsinghua Tongfang Co. Ltd., one of China’s leading engineering and instrumentation companies.
Wang Guiseng, recently appointed as China’s ambassador to Sweden, along with his wife and their entourage, are visiting TAC primarily to discuss both current business relations and the future development of what is hoped will prove to be a close cooperative relationship between China and TAC. Guiseng also wants to help TAC establish new Chinese contacts.
"We are very interested in the Chinese market. Thanks to the framework agreement we signed with Tsinghua Tongfang Co in April, we have made close ties with leading decision-makers in the upper echelons of Chinese society," says Håkan Lembre, President of the TAC Group. "We therefore see this visit from the Ambassador as an important contribution to the strengthening of our cooperative relationship."
TAC has previously been active on the Chinese market through its Singapore subsidiary, in order to establish TAC’s building automation solutions based on the open LonWorksÒ communication technology. The TAC group, which develops and sells open IT-based system solutions for building automation, is to open an office in Shanghai. TAC already has a subsidiary in Singapore and the new office in China will reinforce the company’s position on the Asian market. The office is expected to open on June 1st this year.
“China is already TAC’s biggest market in Asia and we are seeing fantastic growth in the country in respect of advanced IT solutions for commercial properties. In recent years China has been the fastest growing market amongst our partners. Strengthening our local presence will enable us to serve our clients even better in the future and to develop our business. The aim is to increase turnover tenfold in three years,” says TAC’s President Arne Frank.
The purpose of the new office is to allow the TAC-group to more quickly build up a network of local partners who are already established in the market. TAC’s Partner Strategy will continue as previously, i.e. the company co-operates with strong local partners, which have built up the required customer relations and are able to supply local competence.
