There are educationalists and psychologists who study conditioning and all sorts of techniques to ensure compliant behaviour. Those who can't cope are given Ritalin or Prozac or other suppressants. The most egregious are locked up or executed. Heck, they even do pre-frontal lobotomies, electric shocking of brains, and corpus callosum cutting in appallingly barbaric destruction of humans.
They call it education, but the most important aspect of it is socialization, compliance and groupthink. The communist countries took it to extremes, with re-education camps, confiscation of private property and comprehensive suppression of individuality.
