From the posted portion: Currently, rental for limited mobility services has been fixed at the floor price of Rs 450 and the ceiling price of Rs 550 whereas the fixed line rentals attract a minimum of Rs 450 per two months and fullfledged cellular service Rs 399 per month.

Am I interpreting this correctly - The Govt. sets the 'range' for basic service prices. The companies charge this to the user and pass along these amounts to the govt. Then the companies extract usage fees from the customers as their cut?
