You cannot assume that laws put in place for the defense of the population 225 years ago are still exactly valid. Using your logic individuals should be able to own tactical nuclear weapons. If you need to pack a gun carry a rifle they pack more wallop are much more deadly and accurate and evoke fear immediately. There is no need for Joe Q public to own handguns unless specifically licensed for sport.
