Should read:

"Being required to pay for the spectrum would be a financial bust for the nation's wireless companies, which are desperate to find CASH buyers for thier existing unused spectrum inventories to bolster their Balance Sheets. "

I would wager that almost no one wants the spectrum at the prices bid at Auction 35 any more.

So sad.
