I expect Chambers to make a valiant effort at assuring that hell isn't freezing over. Corporate spending is not increasing as expected because corporations are finding ways to get more bang for the buck and to pay less for products that continue to be plentiful. The name of the game has shifted to "optimization of results" from "spend to get results". Even as business improves marginally, particularly in core industries, the need to go out and splurge on technology remains abated.
