>>Strange is that the PR cannot make a difference between BKA and BND<< I dont know where BND (German intelligence service) comes in, but BKA (German federal criminal investigation office) makes sense - they run all the inquiries regarding Hamburg stay of 09/11 terrorists, sleepers etc.
>>I couldn't find another source either. << the following frontpage article from FAZ has been quoted

Suicide attacks planned in Germany
Bundeskriminalamt (BKA) expects hostage taking and attacks "in next twenty days"
FRANKFURT, 26 April. As opposed to public statements by the directors of German security authorities the Federal Criminal Investigation Office is in possession of concrete proofs of plans for suicide assassination attempts, which are to be committed within the next weeks in Germany. The confidential letter of the Federal Bureau of Criminal Investigations, composed in its branch office in Meckenheim on Tuesday and sent Wednesday morning to the Federal Border Police, the Federal Information Service and all state criminal police agencies, says, that attempts in Germany of hostage taking and also suicide assassination attempts are to be expected "within the next twenty days". Federal Minister of the Interior Schily reiterated on Friday evening in Berlin the formulation, that there is in Germany a "general threat situation", however no "concrete new information over planned or threatening suicide assassination attempts".
According to the information available to Federal Bureau of Criminal Investigations a plan has been prepared in the Afghan province Paktia by Jalal Dudin, member of al Qaida, according to which in Germany, France and Great Britain in each case three to four hundred humans as hostages would be taken to force free their conviction comrades under arrest in Europe. If their demands were not met, the hostage takers would be ready to blow up themselves up together with the hostages. The letter by Federal Bureau of Criminal Investigations says, the plan is to be financed by the Zia Hal Mundi living in Los Angeles. He should have offered hundred thousand dollar to each potential suicide assassin, that would be paid after the hit to their relatives.
Altogether about thirty possible suicide assassins are in Germany, France and Great Britain, of Iranian, Iraqi, Yemeni and Sudanese nationality. In connection with the presumed assassination attempt preparations in Germany three persons, under the names of Schah Ahmad Pergham, Raschid and Nisa, are being searched for at present. All the Lands of the Federal Republic are looking for them. A leading coworker of a state protection department commented: "we are under an unbelievable pressure."
In the letter from the Federal Bureau of Criminal Investigations, the Federal Office for protection of the constitution would have "still no information on this subject". It is unclear whether the Federal Bureau of Criminal Investigations obtained the information from their own intelligence sources or from foreign intelligence services. In an evaluation the Federal Bureau of Criminal Investigations emphasizes, that on the background of the present security situation these references could have "a serious background". The net of al Qaida is not destroyed yet. The "high level of danger” still persists. "Possible attempts of extortion" by suicide assassins in Germany appeared "quite probable". This opinion is supported also by the case of the American journalist Pearl, which was beheaded by his kidnappers. (continuation and other reports page 2.).
For the project planned in Germany "high planning overhead" is unavoidable. German agencies expect this weekend an answer to letters, they sent to French and British security authorities asking them for their support. Unclear is further, at which places the planned takings of hostages are to take place. Members of the state defense office emphasized in this connection that meeting places which can be secured in a satisfactory was, where a lot of people meet in a small place (church meetings and large cinema halls) could be among the possible targets.. Independent of these references German security are in possession of information according to which about twenty Germans of Turkish origin trained in past months in Muslim countries in terror practices. One is expecting attacks also from their side.
