Yousef: Marginal bin yield can swing "wildly" between zero and normal. This makes it extremely hard for the planning organization to determine how many wafers to start. Also, the zero/normal yield determination has a 2-3 month cycletime to get the answer. "Throwing more wafers" at it can be very costly as well as creating an upset customer who isn't getting deliveries.

Yes, but they don't have a lot of choice, do they? Run some number of wafers "safe" and gamble on the rest. Ideal? Hell, no, but what are you going to do when you are getting left seriously behind?
