Arafat and other world leaders have learned that Bush's ideas are just a reflection of the last person he talks to. Anyone who can couch a scheme in right wing or religious overtones has a distinct advantage. Arafat is using that to his advantage, by getting Sharon to leave Bush's side to go back and pound the rubble on the West Bank into smaller rubble which clears the way for the Jordanian king to remind Bush of his other favorite subject - oil.

No wonder Bush want's a simple war to distract the people. One where the leader doesn't hide in the mountains and nobody is expecting Bush to negotiate on anyone's behalf. Saddam has bee picked for that role. The trouble is that clueles George has no idea what to do after the attack.
