That's an AMEX stock.... and not very liquid it appears. My understanding is that the AMEX is like the NYSE (stocks are represented by a specialist (not market makers). Also, I understand that at the AMEX more hanky panky takes place than at the NYSE.

I do not think level II is that helpful anyway as who knows what is going on in the background given that what it is shown is just a portion of what they have in their books (or at least so is my understanding)
