Lazarus, A War on Drugs, is like declaring a "War on Dust Bunnies" when cleaning your house. The misuse of drugs by the youth of a country is a problem that requires regular continuous Governmental and Societal effort. "The War on Drugs" is just a term - a sound bite so a politician can get airplay. Most People do not learn from the past, or from the experience of others. They have to learn things themselves...each generation. I remember back in 1999, when telecom was going to the sky; people said that this time its different. People were probably saying that in the 60's (the last tech bubble) and the 20's.... Each generation has to learn life's hard lessons. The problem with powerful drugs, is that a good part of a generation can be lost before they can "learn".
