If Nokia's IP was really worth something, they wouldn't be proposing a 5% cap on all IP. The problem is that Nokia is going to have to pay a lot more than 5% for IP because unlike Ericsson and Motorola, they haven't got enough useful IP to trade away to get their IP costs down to 5%. They propose a 5% cap because it would save them money. They aren't forswearing potential income for IP out of the goodness of their heart. Its because they haven't got anything to trade. The idea isn't attractive to Ericsson who actually has something to trade.
