You are comparing Illinois with DC. Chicago is not Illinois (although it is in Illinois) Just read yesterday that Chicago is the highest. It is a felony to own a handgun in Chicago. DC has just as strict of gun laws and it is the 2nd highest murder rate. Bottom line: The two toughest cities on gun ownership by law abiding citizens have the highest murder rates in the United States.
