I don't know who Clausewitz is and he may have said something to the effect of what you say. But in this case Arafat is very visible in the world community. He has met with world leaders including Shimon Peres and has been the rceipient of the Nobel Peace prize. Hence dealing with him is different from dealing with cavemen. With cavemen you just bomb and blast your way through and do not have to care for civilians since they do not have popular support amongst the civilians and do not live in their midst.

Arafat's case is the opposite side of the coin. As I said that if he is inciting/acquiescing to terrorism, then he is answerable to the world and will be pressured by the world community to cease and desist from such acts. But surely the world i salso not going to tolerate Ariel trying to settle a personal situation he has with Arafat. If that is the case then the world will look to two entirely diferrent leaders from both the Palestenian and Israeli side
