The mugger is not law enforcement. In the face of law enforcement, I do pay my taxes, even though my political inclination is the lower the tax rate the better, I do not advocate blowing up IRS. I'm not interested in playing the what-if game at all; you were the one who suggested California and Texas would have been better off retained by Mexico, by some sort of ivory tower standard of "progress of mankind." BTW, Mexico gained independence from Spain in the 1820's. By the time Mexico-American war came about, Mexico had long escaped from European imperialism. Mexico lost the war because of its own mismanagment. As for making this continent more peaceful and productive in a what-if scenerio, why bother? this is the most productive continent in the world, and second only to antarctica in terms of sustained peace in modern history.
