We know that people living in certain areas have fewer rights if their weapons do not operate with the same efficiency. It is called Kernighans Law of Rightful Military Occupation. The ratio of established right of indigent herdsman to the lands they are found in, by the scale of the occupier, is inversely as the square of the ratio of the relative sophistication of their weapons to the occupiers.
