well, that strikes me a bit as whistling past the graveyard. for one thing, unlike articles from 1999, you would need to explain why NOK is still doing this in 2002 after they have a supposed agreement, unless the agreement is not as settled as we had thought.

Not surprisingly, I see it a little differently....

Nokia is going to be recognising hundreds of million of dollars worth of W-CDMA infrastructure revenue during the third and fourth quarters. It makes sense to me that they would bring up the IPR arrangements at this time. Both France Telecom and Docomo have become more active in their licensing arrangements recently. Wouldnt they have to create some sort of reserve against their revenue if they knew that they would be paying royalties on revenues but the rate hadnt been determined?

So....they try and get the ball rolling by issuing a press release. Sure, they could have created wording that specifically excluded Qualcomm....but why do it? Anybody who has ever listened to a Nokia presentation realises that they enjoy taking the occasional poke at Qualcomm (the reverse is also true).

In the end, Nokia has exactly one option if they dont want to pay Qualcomm's 5% royalty. They can attempt to create a W-CDMA standard that doesnt use Q's IP. PCSTEL seems to believe that something along these lines may eventually occur....but I dont think that this press release increases the likelihood of this scenario in any way.
