The Senate was likely to follow suit, and President Bush reaffirmed that he’d sign the legislation into law. The bill is a final repudiation of the free-market approach Congress tried to implement in the 1996 Freedom to Farm Act, which was aimed at curtailing and eventually ending taxpayer subsidies to farmers.
