When I worked in the Pavilion group at HP, we used to routinely put together "special" PC packages for the big reatilers, especially Wal-Mart. They decided up front what they wanted in it and how much it needed to cost, then put it out to bid.

I am aware of several cases (not specifically involving PCs) where they prefered NOT to be in a business at all if they couldn't be in it on their own terms.
