He's implying that the good Dr. is bailing out when he sold his 200,000 shares on two separate occasions.
The question is, though, how many total shares DOES he own?
Answer from the 10K-405: 1,687,905 shares, which is AFTER he took profit on the 400,000 shares. (Dr Atick sold about 19% of his holdings)

Mr Bill Gates has done that before in the past, and Microsoft is still around.
I don't believe the sky is falling.

Disclosure: I have no position but I'm currently doing DD on this stock for a possible long position.
