Christopher, "take two parents who would rather use their money for buying drink and throwing parties than educating their children." They represent an extreme exception if they won't lift a finger to educate their own children, at least to the level that allows they themselves to afford to throw parties all the time. It is scarcely deniable, that the vast vast majority of parents will make appropriate decisions regarding education for their children. The stark truth is that parents do, will, and have long pay/paid for the education of their children. Therefore, the market system does work for education, IMO.
If we wish education providers and methods to evolve maximally, we should allow the market to work. Eventually, methods found to work, can be available for all, cheaply enough for all, making America a better place, IMO.
Stepping into free markets is like stepping into a bath- when the dirt is off, you can pay it little mind as it drains away- so don't focus on the unstoppable dirty exceptions, just take a bath, drain the dirt away, and don't throw out the baby with the bath water(did I write that? hoooeeeee! :-)).
