I think that depends, Laz.

Reporting a TOU violation is actually cheered by some members in some cases. I don't think I need mention the name of one notorious poster who has been reported for violations to the applause of many on this thread. I believe it fair to say that some posters here would push and shove to be the first to report that individual if they could catch him in any violation, no matter how old or how minor.

On the other hand, in another familiar case, the alleged violation is quickly forgotten or trivialized, in an intense search for the real guilty party, the one who reported it.

So I think the "norm" depends entirely on who is "in" and who is "out."
