This report is either ignoring facts or purposely lower the numbers.

Unicom has NOT lowered target to 4.7 million from 7 million.

Unicom sold 280,000 in three weeks ending Apr 8. They can't be all sold in the last week. Even it's true, it is a wonderful news, isn't it. :)

There was a report that new user uptake hits 40k around mid-Apr.(sorry can't recall the link).

Besides this 170K direct purchase, they just signed another 800K purchase agreement with Haier(Sanyo or Toshiba's cobrand, I guess).
