Yes the government doesn't sanction it .... any consideration i would give to it would be based on perception of its legitimacy - what were the specific questions and how were they phrased, what were voting conditions like, were there any strongarm tactics used by either side, that sort of thing .... and what else is going on in the district - a question like this doesn't happen in a vacuum, you need the context to understand, people make decisions based on complex factors always .... and much of this we're not going to get of course, we'll hear the party line out of both sides and have to choose for the moment on that

I've followed Manhattan as a human interest story for years now, just shallow manner though ... you have to realise that the past history of mining in the area does not endear it to the locals, who never benefited from minerals, quite the contrary, they were usually enslaved to make foreigners rich and in the process devastate good land, of which they don't have a great deal in many parts ... can't change these attitudes overnight .... haven't googled yet on those names, but there is a lot from the green-anti elements on the net, this one came up on a search with +piura +tambogrande - conacamiperu.org

Logic says there's so much in those deposits that there is enough to mine responsibly and satisfy all reasonable demands of everyone involved, but whether everyone involved is reasonable, that's a big IF ... won't be unanimous either way of course, never is, but any more than thirty per cent or so of strong opposition i would regard as a serious problem

Thought about adding swg.to which also appears to be bouncing/ready to bounce off its 50-day - stockcharts.com
... but chose Manhattan as more likely to be powerful short term
