laodeng:

...China Unicom, which leases the network in 12 provinces, added 120,000 new users in March, although total users stand at only 12 percent of the company's 4.7 million year-end target...

and your comment:

... This report is either ignoring facts or purposely lower the numbers. Unicom has NOT lowered target to 4.7 million from 7 million...

The 4.7 million sub goal for the listed (HK) China Unicom Limited company (CHU) is probably correct. CHU subs represent about 65% of the total for the entire Unicom Group, which would put total subs goal nation wide for end 2002 at around the 7 million mark.

From this post last month:

...China United Telecommunications Corp., the country's second biggest mobile-phone operator, said it had attracted 800,000 users to its three-month- old wireless system, about a tenth of its revised full-year target....

China United signed up 280,000 users for its $2.5 billion nationwide code division multiple access network in the three weeks ended April 7, the company said in a statement. Still, the total was just 11 percent of its year-end target of seven million...

...China United didn't say how many of its CDMA users belong to China Unicom Ltd., its Hong Kong-listed unit, which leases the network in 12 wealthier provinces. China Unicom said it had 510,000 CDMA users as of March 26. The seven million year-end target was originally set for China Unicom. The company later revised it, saying it was for both China United and Unicom.

Got to keep in mind the difference between the parent company and the HK listed entity CHU.<g>
