I would favour "some sort of" balance (I know it's a ridiculous statement, already while in the making).

Manufacturing? It's been slipping into a non-issue and oblivion, when viewed from the GNP point of view. Saying "well, let then China produce X, Y and Z, we'll just pay it with the dollars earned in (MCQ: a) IT b) hi_tech c) Xbox exports d)...your own suggestion)" somehow sucks.

Never mind. The bigger issue is of course whose manufacturing or services. So far the current account - and especially its gap - shows the wrong (unbalanced) way. It's simply getting (actually it already got) too big to feel comfortable about.

Changing J6P's drinking patterns will not help much. Except if we're talking gasoline (g). But we know, this just cant change;\.
