Carter is the A-hole responsible for the nuclear waste mess. Carter directed that the US suspend reprocessing of nuclear waste - so we have to store. He claimed it was to keep nuclear material out of the hands of "terrorists". So what does that other idiot do - Clinton had the US build nuclear plants in N. Korea - giving them the ability to create nuclear bombs. Japan and France do not store nuclear waste like Carter made the US do - they reprocess it.
