Maybe if you measure it in terms of percentage of revenue or spending lost through low productivity, inefficency, theft, or fraud. Much worse if you measure it in terms of actual dollar amounts lost.

ENE fell apart because of these issues. That stops the problem. Will the problem at the Pentagon stop? Maybe, maybe not.

I see a difference between your original statement that public EMPLOYEES were less productive than private sector employees, and your subsequent statements on the matter. Can you accept that I consider your statement that employees are less productive, means (to you) that they are less productive??

I still say they are less productive. But by saying that I am not saying anything negative about the employees. Swap them out with other employees and things might just get worse. Many of them do a great job trying to as Karen put it in a post which I can't find, do the right thing in the right way. They just face an uphill battle because of the system they are in. In private companies you can have a system that makes it hard to do something correctly and efficently as well but companies that run things like that tend to shink or even shut down or at least not to grow much so they become a decreasing part of the economy and of the country in general. Most of the time the government grows no matter what it does.
