As a philosophical point, when the CIs get so low that it's obvious that the next big move is up, why wouldn't you begin to leg into partial longs and await the turn? It's easier to be early than to be late, as Bill Meehan used to say. The same could probably be said for legging into short positions when all CIs approach 100.
