I think it is mainly Vito's story, "texturally", but, on the other hand, the plot action is devised to make the fate of the family hinge on Michael, and to thwart his father's plans for him, so on a plot level, it is Michael's story. The story of Tom is very interesting and important, but he is not at the center, either of the array of stories, or of the main plot action.......
