I don't think Peggy Noonan fits neatly into your definition of a partisan. Sure, she's a cheerleader for the Republicans and likes Dubya, but her observations and perceptions are not without value. I value them highly. Just because a person roots for one side or another, we shouldn't throw their opinions out the window. She's a New Yorker and the events of Sept. 11 affected her profoundly. I also think her perceptions of the president in that article are very insightful and probably right on the money.
