The correct answer is (c) none of the above. The company would (a) move its HQ to Bermuda; (b) close the American plant anyway and send the jobs to China; (c) distribute the money saved to the fat cats in Sansabelt slacks at the top of the food chain as part of their "incentive options." The single mother with four kids loses in either scenario. Nice try, though.
