>>Eliminate the debt, and you can cut taxes by 25% immediately.<<

I believe you have this backwards. You can't eliminate debt(deficit) by cutting spending. That has been proven over time. Primarily Democrats, but also a number of Republicans, will vote on pet projects(pork) regardless of whether such projects are financially sound. Not only that, but once a government program is instituted -- e.g., the Federal Department of Education -- it is virtually impossible to do away with. My view is that the Federal government should have virtually no role in education, which should be left to states and localities. The only way to eliminate deficits is to outgrow them, and the most efficient way to increase growth is to cut taxes and reduce the "red tape" connected with government oversight. That, by the way, does not mean that government oversight is always a bad thing, just that intrusive and inefficient oversight is counterproductive.
