Hi Kenneth,

I'm in Deschutes County, Oregon. We were forced to swallow a 23% rise due to the manipulation. That's for the residential rate. The irrigators got hit with over a 100% increase as I recall. And all because of an illegal scheme that the BPA participated in. My local electrical co-op, along with others in the region, are suing BPA for rate relief. I think the BPA Administrator should be behind bars. He set up a scheme whereby BPA was offering 11,000 MW for sale, while the BPA generating capacity was only 8,000 MW. This created no end to anguish as we know, extinguishing the aluminum smelting industry in your state, among other impacts. It reminded me of that old Wall Street saw:
