Vote on Tax Bill Blocked in House

ASHINGTON, May 15 — Republicans in the House of Representatives are blocking an attempt by Democrats to force a vote on a measure that would prevent companies from avoiding income taxes by reincorporating in Bermuda and other offshore tax havens.

Today, the Republicans postponed a vote planned for Thursday on a popular bill that would speed up tax cuts for married couples after Democrats threatened to attach the tax-haven measure to it. Instead, the tax-cut bill will be brought up Tuesday under rules that prevent amendments that could lead to a vote on tax havens.

The issue has been in the news lately because of plans by Stanley Works, the Connecticut toolmaker, to reincorporate in Bermuda.

Representative Charles B. Rangel, Democrat of New York, accused the Republicans of protecting "corporate financial traitors."

Representative Bill Thomas of California, the top Republican on the House Ways and Means Committee, said all the implications of the tax-haven measure had not been fully studied.
