I was trying to draw a parallel to Palestininan militants who target buses very often

attacks against military targets maybe be understood but that is not what terrorists are doing. In fact many, me included, would argue that attacks against military targets maybe considered an act of war but not terrorism. But, again, that is not what is happening in the middle East.

I have to admit that I did not read the book. But no matter how unjust someone's actions were that does not give you license to kill.
We very often speak of Stalin and Hitler here as ultimate evil. Stalin killed all who can potentially oppose him including those who used to belong to upper classes even if they were loyal communists. Part of the former Czar's officer core escaped to France. Those guys had real reason to hate Stalin and what he stands for but when it was clear that Nazi Germany was killing civilians those guys managed to send a message to Stalin that they would be willing to replace destroyed officer core and would fight Germans to death if not for Stalin but for Russian people. And they did it when France was already occupied and it did not look good for Russia either. And what makes it even more interesting is that it was with full knowledge that if Stalin would accept the offer he would likely to kill all the officers after the war would be over. The point is that it is right opposite to your example, officers families were killed and accused of variety of crimes but instead of resorting to terrorism against Russia they were willing to give up their lives to prevent it
BTW Stalin turned them down even though that he needed officers more than anything else.
