It happened on Bush's watch because Bush wasn't watching, because he's incompetent at best. He didn't want to be bothered while on vacation. Here are quotes from Clinton re his vigilance guarding our country:

"No Specific Threat" "No Specific Target"
No Excuse
At Least It Wasn't for the Clinton Administration

"The U.S. Government believes that terrorists may be planning to conduct attacks including against official and non-official Americans, in and around the New Year period"

- Clinton State Dept. Alert (12/99)

--------------------------------------------------------------------------------

"For the citizens, I would say they ought to go about their holidays and enjoy themselves and make the most of it. But I would ask them to just be aware of their circumstances and if they see anything suspicious to report it immediately, and meanwhile, to know that we are doing everything we possibly can.

"I don't think the American people should stop their holiday activities. I think they ought to go on and enjoy the season. But because we, the government, are taking extra steps and we're on alert, I think it would be good for them and good for us if they would just be careful and - not suspicious, but aware - aware of their circumstances, and if they see anything that doesn't look right, to report it to us. And if they do that, I think we'll have a good holiday and I think we'll maximize our safety"

- President Clinton (12/99)

--------------------------------------------------------------------------------

"The State Department has an obligation to let the American people know when there are potential terrorist threats"

- Clinton Secretary of State Madeline Albright (12/99)

--------------------------------------------------------------------------------

"We don't have specific or general threats against particular targets in the U.S.

"I think we have made the case in the past that the U.S. is not invulnerable to domestic terrorism, but there's no specific information now about particular targets here. But I think given the - as we've said, as we head into the millennium, it pays for people to be cautious and vigilant."

- Clinton Spokesman Joe Lockhart (12/99)
