Backlog is elastic. At the peak, it represents what can be physically shipped within a defined interval, while at the trough it represents placeholders that will eventually be shipped.

Or, "Backlog held up very nicely during this downturn" may be a "reductio ad absurdum" euphemism for nothing new ordered and nothing shipped.
